It shall be unlawful for any person to occupy, let or sublet to another person for
occupancy any building, dwelling, dwelling unit, mobile home, structure or accessory
structure which is designed or intended to be used for the purpose of living, sleeping,
cooking or eating therein which does not comply with the requirements set forth in
this division; nor shall any vacant dwelling, building or structure be permitted to
exist within the city which does not comply with the requirements set forth in this
division.
