Any person who violates any of the provisions of this article shall, upon conviction,
for each offense, be subject to a fine not exceeding $300.00 or imprisonment not exceeding
60 days, or both such imprisonment and fine, in the discretion of the court. Any failure
or refusal by an owner to connect to the city sewer system after notification to do
so as set forth in this article, or any failure or refusal to pay the charges or rates
as provided in this article shall be construed to be a violation of this article.
