The provisions of this article shall be liberally construed so that the purpose of
this article is effectively rendered in the interest of the health, safety and welfare
of the citizens and residents of the City. Such provisions shall be interpreted so
as not to conflict with, but be supplemental to, all applicable City codes, land use
regulations and all other laws, rules, ordinances and regulations.
